Most cities are designed for the earth's surface, but a city may be developed in other environments to support human beings. The city winning this award may be built underwater, on another planet, underground, or in some equally innovative setting.

Given to the Future City that encompasses efficient infrastructure design for the community's current as well as future needs. The infrastructure design encompasses areas of transportation (roads, transit, and bridges), water supply and treatment, and wastewater treatment.

Given to the team that demonstrates how a city government, its policies and services, can improve the quality of life for your city's citizens. A well-designed city must provide safe drinking water to its citizens by protecting groundwater and surface water sources; and providing adequate and safe water with water treatment plants, watermains, and storage tanks. Special consideration will be given to the most innovative new type of facility.
